Belarus Airspace Status & Restrictions 2026

The Minsk FIR (UMMV) is closed to EU, UK, US, Canadian and most Western operators. EASA Safety Directive 2022-01 (building on Safety Information Bulletin 2021-09 originally issued after the May 2021 Ryanair FR4978 ground-instruction event) requires EU Member States to mandate avoidance of UMMV. FAA SFAR 118 prohibits US civil operations. EU Council Decision 2021/908 prohibits Belarusian carriers from EU airspace. Russian, Belarusian, and a limited set of other carriers continue to use UMMV. The closure compounds the Russian-airspace closure for European operators, reshaping Europe–Asia routing.
Current Restrictions
EASA Safety Information Bulletin 2021-09 was issued immediately after the FR4978 event and recommended that EU operators avoid Minsk FIR (UMMV). In February 2022 EASA issued Safety Directive 2022-01, calling on Member States to mandate — not merely recommend — avoidance of Belarusian airspace by EU operators. The Safety Directive has been continuously renewed alongside the Russia-related directives.
The FAA published SFAR 118 prohibiting US civil aviation operations in the territory and airspace of Belarus. The UK Civil Aviation Authority and Transport Canada maintain parallel restrictions. EU Council Decision (CFSP) 2021/908 prohibits Belarusian-registered carriers and operators from EU airspace; the United Kingdom adopted a reciprocal restriction.
Russian carriers, Belavia, and several non-aligned operators continue scheduled service through UMMV and into Minsk National (UMMS). The FIR remains a working transit corridor for Moscow–Western Asia, Moscow–Africa, and intra-CIS traffic, but is closed for Europe–Asia overflight by Western carriers.
Recent NOTAM Patterns (last 12-24 months)
NOTAMs issued from UMMV during 2024–2026 have been dominated by airspace-structure adjustments, navaid status, and airport-level operational items. Border-area restrictions affecting low-level traffic near the Polish, Lithuanian and Ukrainian frontiers have appeared at intervals; these are typically described as security or military activity NOTAMs without further detail.
Adjacent FIRs (Warsaw, Vilnius, Kyiv) periodically issue NOTAMs covering the buffer along the UMMV boundary, particularly where GPS interference is observed on routes near the eastern Polish and Baltic borders. Operators routing within those adjacent FIRs increasingly plan for navigation degradation as a routine consideration.

UK CAA aligns with EASA. British Airways, easyJet, Jet2, TUI, Virgin Atlantic do not overfly UMMV.

Historical Context (Factual)
On 23 May 2021, Ryanair flight FR4978 (Athens–Vilnius) was diverted by ground instruction to Minsk while transiting UMMV. The crew received a bomb-threat message and reported being intercepted by a Belarusian MiG-29. Passengers were disembarked at Minsk National and two individuals were detained by Belarusian authorities; the remaining passengers and aircraft departed several hours later. ICAO published a Fact-Finding Investigation report under Article 55(e) of the Chicago Convention in 2022, concluding that the bomb threat had not been credible and that the diversion did not meet the international standards for the rendering of assistance to an aircraft in distress.
EASA issued SIB-2021-09 within days. The Council of the European Union adopted Decision 2021/908 prohibiting Belarusian carriers from EU airspace. EU Member States independently moved to avoid UMMV in advance of the formal Safety Directive.
The picture was then layered on by the February 2022 closure of Russian airspace to EU/UK carriers. European operators routing to Asia or the Middle East lost both UMMV and Russian airspace simultaneously, with cumulative routing impact on Tokyo, Seoul, Beijing, and Delhi flights.
