Current Status

The Manila FIR (RPHI) covers Philippine airspace, one of the busiest in Southeast Asia. Manila Ninoy Aquino International Airport (NAIA) is a major regional hub, handling over 50 million passengers annually. The airspace is fully open to international traffic with well-established ATC services along primary corridors.

The South China Sea territorial dispute between the Philippines and China creates periodic tensions within the western portion of the RPHI FIR. Chinese military activity, including naval and air patrols near disputed features, has intensified. While this has not directly affected commercial aviation, escalation scenarios remain a planning consideration for airlines.

In the south, Mindanao and the Sulu Archipelago experience ongoing internal conflict from groups affiliated with Abu Sayyaf and remnants of the Maute group. Military operations continue, but the conflict is localized and does not affect major international air routes. The Philippines also experiences 20+ typhoons annually, causing significant seasonal disruption to flight operations.

Key Risks

South China Sea escalation

Territorial tensions with China in the western FIR could escalate, potentially affecting air routes between Southeast Asia and the Pacific.

Mindanao internal conflict

Armed groups in the southern Philippines conduct periodic attacks, affecting security at regional airports in Mindanao and Sulu.

Severe typhoon exposure

The Philippines is the most typhoon-exposed country globally, with major storms causing multi-day airport closures from June to December.

NAIA capacity constraints

Manila's single-runway airport operates beyond designed capacity, causing delays and reducing margins during disruptions.

Recent Events

Mar 26

Philippines and China conducted diplomatic talks on South China Sea Code of Conduct, with implications for airspace management in disputed areas.

Jan 26

New Manila International Airport (Bulacan) construction advanced toward 2027 opening, promising to relieve NAIA congestion.

Nov 25

Super Typhoon forced closure of five major airports across the Visayas for three days, disrupting over 500 flights.

Sep 25

Chinese military aircraft conducted increased patrols near the Scarborough Shoal, prompting Philippine Air Force response.

EASA & FAA Guidance

Neither EASA nor the FAA restricts operations within the Manila FIR. The FAA classifies the Philippines' CAAP as Category 1 under IASA. Both agencies recommend monitoring of South China Sea developments and typhoon season operations planning. The Mindanao security situation is noted in travel guidance but does not trigger aviation-specific restrictions.
