NOTAM

Notice to Air Missions

An official advisory issued by aviation authorities to alert pilots of hazards, restrictions, or changes affecting flight operations.

What is NOTAM?

A NOTAM (Notice to Air Missions, renamed from "Notice to Airmen" in 2021) is the primary mechanism through which aviation authorities communicate real-time changes to airspace status. NOTAMs cover everything from runway closures and navigation aid outages to military exercises, GPS interference zones, and full airspace shutdowns.

NOTAMs follow a standardized ICAO format with coded fields for location, effective times, affected altitudes, and the nature of the restriction. A typical conflict-zone NOTAM might restrict all civil aviation above FL200 within a specific FIR, effective immediately and until further notice. The January 2023 FAA NOTAM system outage — where the entire U.S. NOTAM distribution system failed — grounded over 11,000 flights and exposed the fragility of this decades-old infrastructure.

In 2024-2025, NOTAM volumes surged as Middle Eastern and Eastern European conflicts generated hundreds of new restrictions. GPS interference NOTAMs alone increased by over 300% in the Eastern Mediterranean region. Parsing and prioritizing this flood of information has become one of the central challenges in airspace risk management.

Why It Matters for Airspace Risk

NOTAMs are often the earliest official signal that airspace conditions are deteriorating. A sudden burst of NOTAMs restricting portions of a FIR — especially those mentioning military activity or navigation hazards — frequently precedes broader closures. FlySafe monitors NOTAM patterns across all tracked FIRs, identifying escalation signals that individual NOTAMs might not reveal in isolation. Pattern recognition across NOTAM data is essential for providing advance warning before disruptions cascade.

Key Facts

  • Over 100,000 NOTAMs are active globally at any given time, making automated parsing essential for risk detection.
  • The January 2023 FAA NOTAM system failure grounded 11,000+ flights across the United States for several hours.
  • GPS interference NOTAMs in the Eastern Mediterranean increased over 300% between 2023 and 2025.
  • The term was officially changed from "Notice to Airmen" to "Notice to Air Missions" by ICAO in 2021 for gender-neutral language.
